# Founding 100 proposal — not active

Policy version: 2026-09-17. Experimental testnet service; not a commercial launch.

No enrollment is open, no pass is being issued, and no purchase now earns a future entitlement. This is a bounded proposal for review, not a "free forever" advertisement.

If separately approved and implemented: the first 100 eligible independent mainnet payer wallets could receive 10 free package-history calls per UTC month for the life of the service. The qualifying successful purchase would not consume a free call; unused calls would not roll over. URL history, chronology, batch operations, and overages would not be free. Any paid overage would require a fresh explicit payment authorization, never an automatic charge.

Project wallets, controlled tests, internal/listing transactions, and friends recruited to test would not qualify. One wallet does not prove one independent operator; eligibility and anti-abuse checks must be implemented and tested before any offer. No invasive identity tracking or arbitrary confiscation should be introduced under a vague anti-abuse promise.

Before activation, publish the actual start time, qualifying conditions, no-transfer rule if adopted, continuity and shutdown terms, fair suspension/appeal process, and notice/change rules. "For the life of the service" is not a promise that the service will operate forever. The final terms must not retroactively erase earned benefits by silently changing this draft. Mainnet and this program remain disabled.
