# Testnet use and evidence limitations

Policy version: 2026-09-17. Experimental testnet service; not a commercial launch.

This release is for Base Sepolia testing with test USDC, not real-money purchases. There is no income, uptime, safety, accuracy, or future-service guarantee. Commercial seller identity, name clearance, tax treatment, and commercial terms remain subject to owner and professional review. These notices do not establish legal clearance or represent a launched commercial contract.

Use only public package identifiers and public HTTP(S) URLs you are entitled to submit. URLs with credentials or query strings are rejected before payment handling or evidence lookup. Fragments are removed. Do not send secrets, personal data, private URLs, or sensitive path segments. Do not use this service for harassment, personal-data harvesting, evading access controls or rate limits, or as the sole basis for employment, credit, insurance, or other high-impact decisions.

Reports describe bounded observations, not whether something is safe. Package age, a prior capture, or an unchanged fingerprint does not prove trustworthiness. A missing capture does not prove nonexistence. A chronology anomaly is a review signal, not an accusation of malicious conduct. Inspect coverage, timestamps, uncertainty, and partial-source failures.

An agent must act within its operator's authorization and spending limits. Read the exact payment challenge before authorizing any test payment. There is no automatic subscription or permission for future purchases. Failed or ambiguous settlement must not be blindly retried; contact the project with a public transaction reference. A qualifying report can contain partial evidence or explicit unknowns. No automated refund service or real-money refund policy is represented as implemented.

Underlying source material can have its own rights and restrictions. Our software license is not a license to third-party content. We return factual metadata and bounded evidence, not full archived page bodies. We do not claim endorsement by npm, Common Crawl, Cloudflare, or a payment provider.
